Job Goal: Under the supervision of the Director of Human Resources, the Human Resources Manager will assist in the management of all HR department operations.  The Human Resources Manager will assume primary responsibility for executing a host of ongoing transactional functions.

Performance Responsibilities:

Reviews and approves requisitions to post vacant positions and oversees the district’s recruitment and applicant tracking system
Oversees onboarding processes for all new employees
Processes employee exits resulting from resignation, release and/or retirement
Generates documentation of personnel actions, including but not limited to appointment letters, change of status notices, and resignation or retirement letters
Reviews the district’s electronic Personnel Action Form (PAF) system to ensure transactions are appropriately documented and processed
Coordinates the recruitment, hiring, and assignment of substitute educators and nurses
Manages leave processes by meeting with employees, requesting and reviewing required documentation, generating approval or denial notices, and maintaining effective communication with staff, the district payroll team, and the town HR team
Reviews and approves requests for tuition reimbursement
Assumes primary responsibility for producing annual mass communications (e.g., letters of reasonable assurance, contract renewal notices, letters of non-renewal, etc.)
With the Human Resources Coordinator, serves as the department’s first point of contact for inquiries made by email, phone or in-person office visits
Responds to records requests from employees and/or labor associations
Maintains compliance with policies and directives issued by the Wellesley Public Schools, the Massachusetts Department of Elementary & Secondary Education, and federal and state agencies
In the absence of the HR Coordinator, serves as a backup for several key functions, including running CORI/SAFIS criminal background checks, responding to inquiries from town HR staff about unemployment claims, and providing technical assistant with the district’s absence management system (Frontline) and evaluation platform (Perform)
Seeks ways to leverage technology, store and retrieve data in an effective and efficient manner, and promote the continuous improvement of the HR department
Represent the school district on the Town Wellness committee
Executes other duties, as assigned by the Director of Human Resources
Qualifications:

Bachelor’s degree is preferred.
Several (ideally 3+) years of experience executing Human Resources functions.
Certification from SHRM or HRCI is desirable.
Strong knowledge of state and federal employment laws and regulations.
Exceptionally strong interpersonal skills. Ability to communicate with clarity, patience and tact to a range of stakeholders from diverse backgrounds.
Positive energy, enthusiasm and a desire to collaborate with colleagues across departments.
Ability to be a self-starter and self-directed problem solver.
Facility with common technology applications, such as MS Office and Google Suite products.
Experience working with Frontline (or other online absence management system), TalentEd (or other online recruitment & applicant tracking system), and/or MUNIS is desirable.
A desire and willingness to learn new technologies and to explore ways for those technologies to improve department operations.

Work Year: This role is a 12-month, year-round position.

Salary/Benefits: Salary range is $80,000-$90,000.  This position is a non-union, FLSA exempt position.  Benefits include health insurance and all other benefits offered to full-time employees of the Town of Wellesley.
