North Reading Public Schools is seeking a Payroll Specialist to be responsible for timely and efficient administration of the payroll systems and processes, maintenance of records, and completion of various reports associated with the payroll process in order to provide an organized, efficient, and service-oriented office.

QUALIFICATIONS
Experience and Training:
1. Bachelor’s degree in Accounting, Business Administration or related field preferred
2. Minimum 1-3 years of relevant experience, experience in school payroll preferred
3. Excellent attention to details with organizational abilities and accounting skills
4. Strong analytical abilities utilizing Excel and other Microsoft Office products
5. Ability to read, analyze and interpret standard, policies, procedures and regulations
6. Knowledge of databases, with specific emphasis on payroll and time and attendance
systems
7. Ability to work in a dynamic environment with various deadlines and interruptions
8. Ability to initiate new procedures and processes to improve efficiency
9. Self-motivated and goal-oriented
10. Ability to adapt to and accommodate new methods and procedures
11. Ability to work independently and within a team to set priorities and complete
multiple tasks
12. Ability to apply listening skills, work under pressure, address conflict and solve
problems
13. Good judgment and maintain objectivity and fairness in dealing with people
14. Excellent verbal and written communication skills
15. Impeccable record in maintaining confidentiality of employees, students and district
information
16. Commitment to the education of all students as the primary mission of the public
schools
17. Knowledge of policies and procedures of school districts and of state and federal
regulations associated with employee compensation preferred.
18. Experience in municipal financial accounting software (Munis preferred)
19. Previous experience working with collective bargaining negotiations and analysis
preferred

PERFORMANCE RESPONSIBILITIES:
1. Prepare bi-weekly payroll for all school department employees in Munis software
system
2. Sort and enter employee timesheets to issue additional pay for each pay period
3. Coordinate with Human Resources on setting up new employees
4. Calculate and execute employee pay adjustments such as deduct pay, leave of
absence, payoffs etc.
5. Work with Business Office colleagues and staff from other departments on
employee payroll charged to special funds such as grants, revolving fund, etc.
6. Constantly update payroll records to reflect changes to compensation and
deductions
7. Prepare and coordinate with Town Accounting to process payroll
journal entries such as reclassifications, payroll holdovers, etc.
8. Maintain and constantly update district payroll budget to reflect all personnel
changes so accurate payroll projections can be performed
9. Provide employee payroll information to other departments for reporting purposes
e.g. Medicaid
10. Maintain employee self-service system currently with Munis and review
summary report of changes, coordinate with Town Accounting when
updates are needed in the system
11. Conduct payroll projections by updating budget worksheets to assist with district
budgeting process
12. Analyze various payroll scenarios to assist with district contract negotiations
13. Interpret and make inferences from district collective bargaining agreements
and individual contracts to ensure payroll accuracy
14. Review and ensure payroll compliance with applicable Massachusetts
and federal laws, Town ordinance, School Committee policies and
district procedures
15. Work as liaison between employees and Town Benefits Specialists to assist with
insurance changes
16. Maintain employee Affordable Care Act (ACA) information and process ACA
reports
17. Coordinate with the Town and the Third Party Administration (TPA) of
Tax Sheltered Annuity program (403B) and the Deferred Compensation
program (OBRA) on employee benefit changes
18. Coordinate and process employee requests for Flexible Spending Plans
19. Maintain and process all aspects and other assigned reports of the
Massachusetts Teachers Retirement System (MTRS) and Middlesex County
Retirement system for district employees and retirees
20. Process employment verification request forms for mortgage applications, loan
applications, worker’s compensation verifications, etc.
21. Generate and analyze various data reports to support district management and
decision-making
22. Produce clear and concise payroll reports with thorough backup information
23. Maintain a filing system for various staff information so that it can be quickly retrieved
24. Prepare various documents including confidential correspondence, reports and
memorandums as needed
25. Research and identify innovative solutions to solve payroll issues in an
increasingly more complex and technical environment
26. Maintain confidentiality and integrity of personnel information
27. Respond to management and employee inquiries and requests for assistance on
payroll and benefits
28. Provide effective customer service and support education of the students in the
District
29. Promote and contribute to the positive and productive work environment of the
Business Office team
30. Perform other relevant duties as assigned by the Assistant Superintendent of
Finance and Operations
